Under my riding jacket, I wear a wind-stopping and breathable shell to protect the microclimate next to my skin. It has a dual purpose. To prevent stray wind leaking in from displacing heat, as well to keep body heat from migrating out towards the colder jacket. When it's very cold, I wear it over my electric vest, but under my heavier fleece liner. It's very effective.
